On the VNACCS/VCIS system, most declarations that end up in the yellow or red channel are not the result of fraud but of the same data-preparation mistakes repeated over and over. Here are the five that the ORBIS SHIPPING documentation team sees most often.
1. The wrong HS code
The same product in a different material or with a different end use can fall under two different duty rates. Before filing, check the actual technical description against the chapter notes and request an advance ruling when the classification is arguable.
2. Omitting dutiable additions to customs value
Royalties, licence fees, packing costs and the portion of international freight borne by the buyer must all be added to the dutiable value. This is a classic finding in post-clearance audits, and it comes with late-payment interest.
3. Documents that do not match the declaration
Quantities, weights, container numbers or consignee names that differ between the commercial invoice, packing list, bill of lading and the declaration are the direct cause of a risk-management upgrade.
4. Filing the certificate of origin late
Each trade agreement sets its own deadline for submitting the C/O. Declaring the document as outstanding and then losing track of the deadline means losing the entire tariff preference for that shipment.
5. Incomplete record keeping
Customs files must be kept for at least five years from the date the declaration was registered, electronic documents included. One missing link during a post-clearance audit can lead to reassessed duty.
Self-check list before transmitting a declaration
- HS code checked against the technical description and the current tariff
- Declared value includes every addition required by the rules
- Invoice, packing list and bill of lading figures match exactly
- Specialised permits and quality inspection results are ready
- C/O is the correct form, still within its deadline and meets the origin criteria
